Ward Record Book

PNG Ward Record Book was published by Department of Provincial & Local Government Affairs (DPLGA) with the aim to bridge this information gap that prevents the development of comprehensive plans both for the national and local levels. (Local Level Governments Administration Act 1997, Sections 57(1) & 57(5). This will help in sound planning and policy making, resulting in the effective delivery of basic goods and services to the people, hence improving their living conditions.

PNG Ward Record Book will capture a wide range of critical data in a Local Level Government Ward. Based on that reliable data collected, Local Level Governments (LLGs) with their respective District Development Authorities (DDAs) and Provincial Governments will have a much better understanding of the actual development needs at their Wards.

The Productive Partnership in Agriculture Project (PPAP) is an agriculture sector development project designed to improve the livelihoods of small-holder coffee and cocoa producers through the improvement of the performance and the sustainability of the value chains in the area supported by the project. The objectives of this project are:

• Improve the performance of sector institutions and to enhance inductry coordination in the coffee and cocoa sectors.
• Increase the integration of smallholder producers in performing and remunerative value chain, by developing and implementing productive alliances between smallholders and the private sector aiming at improving market linkages in the project areas.

Satec is involved in this project to develop and implement an effective Management Information System to provide the respective sectors with a coordinated set of information resource.

Major achievements

One of the major challenges of the PPAP project is to conduct field surveys for the farmers who are geographically located across the different province. Most of these remote locations do not have internet facility to capture these details online. Protocol IT developed an Android application for tablet devices that capture the information offline into small SQLite database to facilitate the field officers to collect the data and transfer the information into the main MIS periodically. This multi-layer, multi-platform MIS system has the following advantages:

• Develop a PaaS application for the Partnerships
• Solution that enables the online PaaS system to coexist with the offline version.
• Android tablet application to capture field data
• Ability to work in remote locations without internet or electricity.
• A web portal for the stakeholders to monitor project progress and operation.

Export Management System Installation : Coffee Industry Corporation

The Coffee Industry Corporation Ltd (CIC) engaged Satec to upgrade in its Information Communication Technology (ICT) environment substantially to improve communication and enhance informed decision-making and planning of programs and projects to service CIC staff, coffee growers and other partners along the coffee value chain.

The development of the Online Export Registration System is a new initiative and will be designed to collect and analyze export contract registration coming from the coffee dealers. This system will be hosted in a PaaS platform to engage all the stakeholders of the coffee export with the CIC.

Main Functions in Coffee Export Facilitation are;

• Receive and Register Export Registration from Coffee Exporters
• Ensure contracts are within export Grade specifications, price within NY price of the day and other compliance requirements
• Approves registrations and proceed with Coffee Quality and Export Documentation clearance.
• Certifies Quality and Issue Quality Inspection Certificate and/or Quality assurance letter.
• Involve in Export clearance with other state agencies and clear export documentation
• Collect Coffee Export Levy fee
